Department of Financial and Administrative Affairs
The Department of Financial and Administrative Affairs is directly attached to the
Supervisor of the Foreign Agricultural Relations. It takes over the charge of adopting and
implementing the rules and regulations that put in order the financial and administrative
operations, whether connected to staff affairs or other financial, administrative and
inventory aspects.
The Department is made up of two Divisions as follows:
Financial Affairs comprising the following sections:
1. Payment Verification Section: In charge of performing payroll sheets, incentives,
overtime, additional payment cards and salary sheets for the Foreign Agricultural Relations
staff members.
2. Accounting Section:
3. Budget Section: In charge of requesting of financial appropriations and engagement
bonds.
4. Missions and Duties Section: In charge of performing the daily subsistence allowance
(DSA) of external missions for those who are delegated to travel abroad in official missions
according to Ministerial decrees.
5. Inventory and Purchase Section: In charge of performing the inventories regulation. It
prepares annual bids; personal and major inventory arrangements and stock taking.
Administrative Affairs comprising the following sections:
1. Employees Affairs Section: In charge of collection of staff profiles in Foreign
Agricultural Relations; handling of financial property obligation sheets; managing of
confidential appraisal reports on workers' performance; in-house and external secondment and
recruitment of employees.
2. Secretary and Archive Section:
3. Leaves Section: In charge of attendance control and managing of regular, casual or
sick leaves in addition to unpaid leaves and secondment.

Key Activities of the Department of Financial and Administrative Affairs:
1. Carrying out travel practices for the staff of the Ministry of Agriculture and its
attached departments and agencies in conformity with the issued Ministerial decrees
(including ticket reservation, DSA procedures and settlement).
2. Carrying out the entire accounting practices related to payment of dues to suppliers
in compliance with purchase practices; or accommodation expenses to ministers of agriculture
and accompanying delegates at hotels; or maintenance services of the devices and equipment
of the Foreign Agricultural Relations.
3. Budget practices including the preparation of the annual estimated budget.
4. Full charge of agricultural bureaus abroad; starting from the initial transfer of
necessary funds for their expenditures and staff salaries up to auditing the accounts and
settling them with the Office of the Ministry of Agriculture.
5. Carrying out the entire logistic practices of employees.
