Key Qualifications:

Dr. Magdi is currently is the Undersecretary for Foreign Agricultural Relations, MALR. He is responsible for coordinating and enhancing the international cooperation within the agricultural context between Egypt and the international, regional organizations as well as the different countries at the globe. He participated in many international conferences aiming at strengthen the cooperation among different countries. He participated in a ministerial delegate to the North and South of the Sudan to discuss possible cooperation with Egypt. He is a member of steering committee for most the development project run by the MALR.

§  He worked for the German International Cooperation (GIZ) as Senior Advisor for Capacity building, Water Resurces Management Reform Programme (WRMP), German international and Senior Training Advisor, Agricultural Water Management Project (AWMP), German Technical Cooperation (GTZ). His main duties and responsibilities were focusing on:

  • Identify the training needs for the AWMP target group.

  • Design, implement, monitor and moderate the training programme of AWMP

  • Assess in drafting the TOR, selecting the contracted third parties in carrying out project activities for AWMP.

  • Develop a training monitoring and feedback and process necessary for the progress off the training process for AWMP.

  • Plan, organize and implement workshops, seminars, and other similar events that are closely related to the AWMP activities.

§  Before joining GIZ, He was Senior Researcher, Agricultural Extension and Rural Development Research Institute, MALR.

§  He was a Director of Training Department of the Policy & Coordination Unit for Women in Agriculture, Mainstreaming Women in Agricultural Policies & Practices, MALR. He has over 32 years of experience with MALR and GIZ.

§  His areas of expertise are training development, Extension, Rural Development, Gender Analysis, Networking, lobbying and advocacy, TOT…. etc.

§  He is lecturing in the area of extension, rural development and gender analysis for participants from Egypt, Arab States, Africa, Asia, and Latin America.

§  He chaired an official evaluation mission to Kenya, Ethiopia, Cameroon, Burundi, and Uganda as to identify the training needs of these countries and integrate them in the training strategy of the Egyptian International Center for Agriculture.

§  He Serves as a consecutive translators for agricultural official delegates to the United States of America

§  He is a member of the Scientific Association for Agricultural Extension and a member of Gender Expert Network, FAO.

§  He served as a facilitator and translator for training events carried out by GTZ.

GTZ-specific (key) qualifications:

·   Formulation the training concept for the Water Resources Management Reform Programme and the former Agriculture Water Management Project, GTZ

·   Coordination and moderation the training activities of the Water Resources Management Reform Programme and the former Agriculture Water Management Project, GTZ

·   Supervises the development and implementation of program plans and activities in close coordination with counterparts.

·   Contributes to preparation and implementation of the advisory process, the programme's activities

·   Assists in defining terms of reference, selection, and supervision of contracted third parties in carrying out project activities, including performance evaluation

·   Supervises development and implementation of programme plans and activities in close coordination with counter parts including:

o  Assist the partners in setting up a training plan for the advisory services in the Ministry of Agricultural and Land Reclamation and the Ministry of Water Resources and Irrigation in the area of Agricultural water management.

o  Advising on the selecting criteria of the candidates for the training programme

o  Elaborating and conduct train the trainer courses.

o  Improving managerial skills for the middle staff of the advisory services in the two ministries

o  Assist in conducting a comprehensive assessment of the capacity building needs of the advisory services (Agricultural Extension, MALR, and Irrigation Advisory Services, MWRI, in Middle and West delta regions, including staffing levels and skills, administrative, management, and planning processes, and other required resources to execute its mandate.

o  Ensure that the counterpart is implementing the training plan and propose possible solutions for the implementation bottlenecks, if any.

o  Ensure that the counterpart is keeping the training modules and handouts updated and adapted according to the specialty and the cropping pattern of each agricultural zone.

·   Conceptualises, prepares and implements workshops, seminars, and other events on subjects that are related to the project’s field of activities.

·   Develops and organizes quality assurance and proposes necessary changes, improvements, and initiatives

·   Monitors training activities progress, reviews reports and documents concerning the progress of collaborative programs, determines bottlenecks and recommends alternative courses of management action to the Program Director

·   Prepare in close cooperation with the counterpart the training plan including the training calendar on the basis of the training needs identified

Key Activities

Of the Central Administration for Foreign Agricultural Relations

With a view to attain its objectives, the Central Administration for Foreign Agricultural Relations carries out the following activities:

  • Contribute in the preparation of memorandums of understanding, protocols, international, regional and bilateral agreements in the domain of agricultural cooperation, by taking necessary actions to review them with the Legal Committee of Treaties, Ministry of Foreign Affairs, besides the supervision over implementing their articles in coordination with concerned collaborating partners whether they're governments or international or regional institutions.
  • Preparation of provisional and joint supreme ministerial committees' meetings, besides handling the submission of proposals, and taking necessary actions for the implementation, follow-up and evaluation of the proceedings of such committees' meetings.
  • Supervision over the Agricultural Representation Offices in foreign countries.
  • Perform arrangements of the visits of senior visitors and foreign delegations including high officials, experts and researchers in various agricultural domains and implementing the prepared tour programs.
  • Perform travel arrangements of officials, experts and researchers from the Ministry on the entire agricultural domains, apart from international conferences (missions and external recruitment), in compliance to the minutes of joint committees' meetings.
  • Perform subscription arrangements in international exhibitions and fairs.
  • Perform subscription arrangements in the capacity Egypt in international agricultural conferences and meetings, and the preparation of studies and necessary directives to Egyptian participating delegations.
  •  Perform economic bilateral international studies between Egypt and other countries, along with the release economic studies concerning various agricultural problems in Egypt.
  • Preparation and supervision over the implementation of international and bilateral loans and grants provided tothe agricultural sector.

 Preparation, implementation and follow-up of training programs oriented to foreign delegates either through the Egyptian government, international agencies or foreign governments in various domains of agriculture, the affiliated General Dept. of the Egyptian International Center for Agriculture (EICA), performs as well, its role in the planning, implementation and follow-up of training programs.

  • Receiving scholarship grants of abroad training and studies and perform measures of nomination, selection and delegation out of the employees of the agricultural sector, by conforming to the grants provided by governments or international agencies or in compliance to agreements and protocols in effect.
  • Collection, processing and publishing of data, information and literature on agriculture in foreign countries, and issuance of publications introducing the Egyptian agriculture and its deliverables.

 The Central Administration for Foreign Agricultural Relations performs all such activities in close cooperation and coordination with the Ministries of Foreign Affairs and of International Cooperation in their capacity as the state authorities entrusted with the development and augmentation of cooperation between Egypt and abroad.

  • Prepares and supervises the implemented projects under international and bilateral loans and grants offered to the Egyptian agricultural sector, in close cooperation with international organizations and aid agencies.
  • Prepares Preliminary and High Joint Ministerial Committees' meetings, and handling the submission of cooperation proposals, as well as taking necessary actions for the implementation, follow-up and evaluation of the proceedings of such committees' meetings.
  • Supervising the performance of Egyptian Agricultural Bureaus abroad.
  • Arranging, implementing and following-up the training programs oriented to foreign delegates either through the Egyptian government, international organizations or foreign governments in various domains of agriculture. The Egyptian International Center for Agriculture (EICA) is the sole General Department responsible for planning and implementing those training programs.
  • Receiving scholarship grants of abroad training and studies and arranging for delegating out the employees of the agricultural sector, according to the grants provided by governments or international agencies or in compliance to agreements and protocols in effect.
  • Preparing economic bilateral international studies between Egypt and other countries, and those concerning various agricultural problems in Egypt. Besides, collecting, analyzing and publishing of data, information and studies on agriculture in foreign countries, and issuing the publications on introducing the Egyptian agriculture and its deliverables.
  • Arranging for Egypt's participation in international agricultural conferences and meetings, and preparing certain studies and necessary information needed for participating delegations.
  • Undertaking visit arrangements for senior visitors and foreign delegates including high officials, experts and researchers in various agricultural domains, as well as the arranged tentative programs.
  • Undertaking all overseas travel arrangements for officials, experts and researchers from the Egyptian Ministry of Agriculture in different agricultural domains, apart from international conferences (missions and external recruitment), either in compliance with the minutes of joint committees' meetings or for the purpose of attending international conferences, seminars and forums.
  • Arranging for Egypt's participation in international agricultural exhibitions and fairs.

 

The Central Administration for Foreign Agricultural Relations undertakes all such activities in close cooperation and coordination with both the Ministry of Foreign Affairs and the Ministry of International Cooperation in their capacity as the state authorities entrusted with the development and augmentation of cooperation between Egypt and the external states.

 The release of the Cabinet Decree, to establish a National Committee to liaise with the Food and Agriculture Organization (FAO) in September 1948, followed by the establishment of its office in October 1950, has been the foundation to commence real cooperation between the Egyptian Ministry of Agriculture and the Food and Agriculture Organization (FAO), and in the same time the basis upon which the Central Administration for Foreign Agricultural Relations has been established with its present form.

The affiliation of the National Committee Office for FAO Liaison has been transferred to the Ministry's Undersecretary for Agricultural Resources and the General Secretary of the Committee on 14 December 1951, where its task has remained confined only to liaison affairs with FAO due to the fact that a Section for Foreign Communication has already been existed under the supervision of the Department of Agricultural Economics and Statistics at that time.

On April 20, 1957, the Foreign Communication Section was replaced by the Foreign Relations Section, which it was entrusted to carry out the entire foreign agricultural contacts following the rules of the Republic Decree No. 368 in 1957.

The organizational structure of the Foreign Relations Section has been elevated into the Observatory of Foreign Agricultural Relations according to the Ministerial Decree issued in August 7, 1963.

In 1974, the Central Agency for Organization and Management has issued a decree to elevate the organizational structure of the Observatory of Foreign Agricultural Relations into a General Department, based on its mandate, labor burden, and level of responsibility.

In August 1975, HE Minister of Agriculture has ratified the decision taken by the Ministry's undersecretaries' Council to elevate the organizational structure of the Foreign Agricultural Relations Observatory into a General Department, and in April 1976, the Ministerial Decree has been issued in that respect.

On the 17th of October 1979, the Ministerial Decree No. 578 has been issued concerning the organizational structure of the Ministry of Agriculture, specifying the general structure of the Ministry with 12 Undersecretaries, among which the Undersecretary of Foreign Agricultural Relations was designated. On the 28th of April 1980, the General Departments of the Undersecretary of Foreign Agricultural Relations have been designated, according to the Ministerial Decree No. 199.
